You’ll need to search this file for the line “OpenConsole_0=”. ini file, located in C:Users(your name)DocumentsBioWareDragon Age 2SettingsKeyBindings.ini. This involves modifying the key bindings. Once you’ve ensured that the game is loading it up at launch, you’ll need a way to turn the dev console on.
